Abstract

SD Budi Mulia Tangerang has implemented a tapping-based attendance system connected to an internal web system. However, attendance data have not yet been integrated into the payroll process, requiring administrative staff to process the data manually using Microsoft Excel. This condition slows down the payroll process, increases the risk of calculation errors, and limits employees’ access to digital payslips. This study applies the PIECES framework (Performance, Information, Economy, Control, Efficiency, and Service) to identify weaknesses in the existing personnel management system. The study involved 22 unique respondents consisting of teachers and staff who receive salaries, including seven administrative staff members who also serve as system administrators. The analysis resulted in an overall average score of 2.90 (Medium Priority), with Efficiency (2.19), Service (2.32), and Economy (2.38) categorized as High Priority and identified as the main areas for improvement. These findings provided the basis for designing the user interface (UI) of a web-based Human Resource Information System (HRIS) using a prototyping approach. The proposed design comprises four modules: Employee Database, Payroll Report, Payslip Generation, and Disbursement, modeled using Use Case Diagrams, Sequence Diagrams, and an Entity Relationship Diagram (ERD). The interface design was subsequently evaluated using the System Usability Scale (SUS), yielding average scores of 92.14 (Excellent) among the Payroll Administrator group and 91.14 (Excellent) among the Salary Recipient group, indicating a high level of perceived usability and that the proposed design is suitable for use. This study is limited to the interface design stage and does not include actual system development or implementation testing.
