Evaluation of Data Governance Readiness for SSoT Dashboard using the DAMA-DMBOK Framework

Abstract


Data fragmentation across organizational units can hinder the implementation of a Single Source of Truth (SSoT) when an organization lacks consistent standards, documentation, and clearly defined data management responsibilities. This study aims to evaluate data governance readiness prior to the full implementation of an SSoT dashboard in a medium-sized nongovernmental organization and to establish improvement priorities. An evaluative case study was conducted through semi-structured interviews with nine informants, observations, and document analysis. The evaluation covered 20 indicators across four DAMA-DMBOK areas: Data Quality Management, Data Security & Privacy, Data Architecture & Integration, and Metadata Management. The collected evidence was mapped using a 0–3 scoring rubric and analyzed using descriptive indices and gap analysis. The evaluation yielded an overall average index of 46.67%, indicating that basic data governance practices are already in place but have not yet been consistently standardized at the organizational level. Data Quality Management and Data Security & Privacy each scored 53.33%, while Data Architecture & Integration and Metadata Management scored 40.00%. Improvement priorities include data architecture and flows, data catalogs and dictionaries, quality standardization, the designation of data stewards, and security and privacy policies. These findings provide a basis for developing a data governance roadmap toward SSoT implementation.
